NO16 or NO17

Once upon a childhood my friend had create a quize drawing a two house and numbering them as 

• NO16
• NO17

The quize question reads, ” Which house the thief would not go?

I have the photo upside down so that you can have an answer too! 

The NO17 reads as…yes you got it hence the thief would go only to NO16.
